While a number of malpractices have been discovered in different Ministries, Departments, and Agencies (MDAs) in the Lagos State government, that of the Lagos State Emergency Management Agency (LASEMA) is more concerning, seeing Osifeso Olaide Fausat, the Director, Admin and Human Resource of the agency amassing contracts through her company named Mirabliss Global Service Ltd with repetition of awarding of the same contract, actions that breach the public offers code of conduct as well as financial regulation act.
The sharp practices of Osifeso as uncovered in an investigation by SecretsReporters includes the diversion of 7 contracts from LASEMA, the agency she serves to the company she owned with her family. The company registered on Oct 26th, 2021 with RC – 1853791, has Osifeso Olaide Fausat, Osifeso Adekunle Feyisogo, Osifeso Adeoti Oluwabunmi, and Osifeso Feyisayo Adefunke as members of the board of directors, indicating that it is a family business.
Findings showed that she joined the Lagos State Civil Service in 2001 as an Administrative Officer I at the Ministry of Lands, Land Use and Allocation Committee (LUAC).
Osifeso, who has held a variety of positions across various Ministries, Departments, and Agencies (MDAs), was appointed head of the administration and human resources department at the Lagos State Emergency Management Agency in 2016. Part of her contracts racketing in the agency is duplication of awarding of projects.
SecretReporters discovered that the contract for the ‘Purchase of One (1) Nos Dji Inspire Drone 2 and Other Media Accessories for the Public Affairs Unit of LASEMA’ with code ocds-5q8fsw-6202267853225 costing ₦7,070,999.99 was awarded to her company on Thursday, March 31st, 2022. The contract was awarded to the company twice on the same date. However, the state public procurement agency uploaded the first contract details on Sunday, June 5, 2022, while it uploaded the details of the second on Friday, June 10, 2022, with both contract statuses showing that they are ongoing.

As stipulated in the public officer holders code of conduct Section 9, “A Public Officer shall decline in serving in a procurement process if any of the Bidders or Service Providers engaged in the procurement proceedings is related to him by blood, marriage or grant relationship or where the success of a particular Bidder or Service Provider in the proceedings will confer a pecuniary or other advantages on him”.
