Agents of Corruption: Federal Government Staff, Ruqayyah Aliyu Yusuf, and Isyaka Abdul Agoro Turn Contractors, Hijack Government Contract worth Millions of Naira

Investigations by SecretReporters have unraveled how two government officials, Ruqayyah Aliyu Yusuf and Isyaka Abdul Agoro, in defiance of the code of conduct for public officers, used their company to receive a contract from a government agency.

Data on the Nigerian Open Procurement Portal show that the duo used their company to receive a contract worth N37, 219,093.31 from an agency of the Federal Government of Nigeria.

It was discovered that the Ministry of Science and Technology, through the Energy Commission of Nigeria, awarded the contract for the provision of all-in-one solar-powered street lights and solar-powered boreholes in North East to Tyneside Investment Nigeria Ltd, Bonita Bay Ltd, and Rukis Global Links Ltd in 2020.

Investigations revealed that Rukis Global Links Ltd is run and managed by two key management staff, Rukayya Yusuf Aliyu, and Isiyaka Abdul Agoro. It was discovered that Rukayya Yusuf Aliyu is a senior lecturer with the Department of Information and Media Studies at Bayero University Kano State, while Isiyaka Abdul Agoro is a Head of Division at the Securities and Exchange Commission; both the University and Commission are owned and controlled by the Federal Government of Nigeria.

It is important to state that running or managing a private company full-time. At the same time, you are employed fully by the Federal Government of Nigeria goes against the Code of Conduct Bureau for public office holders, which forbids a civil servant or public servant from participating in or running a company’s management in the country. However, the law allows public officeholders or civil servants to participate in farming.
