Using public office for personal aggrandizement at the expense of Nigerians is a common practice for public office holders who are privileged to preside over public funds and activities in the country.
In a recent sting of investigation, it was discovered Eng. Nuruddeen Abdurrahman Rafindadi, a former Managing Director/ Chief Executive Officer of the Federal Roads Maintenance Agency (FERMA), using his company Global Projects Consortium Limited, was involved in contract racketeering to the sum of ₦261,225,665.11 while on active duty in office, violating the Code of Conduct and Tribunal Act for public officers in the country.
The CCBT Act stipulates that public officials should not own or run a private company while employed as full-time staff. However, such laws do not apply if the company or business is in the farming sector.
It was discovered that on May 30, 2023, the Federal Ministry of Aviation made the payment of ₦80,842,629.49 to Global Projects Consortium Limited for the final payment on contract for the engagement of consultants for design (pre-contract services) for the construction of the second runway at the Nnamdi Azikiwe International Airport, (NAIA), Abuja.
Also, on May 03, 2023, the Federal Ministry of Water Resources headquarters made a payment of ₦43,885,384.95 to Global Projects Consortium Limited for invoice no. 4 for consultancy services for the study and design review of the rehabilitation of Jibia irrigation and water supply projects in Jibia Katsina state.
Finally, on December 29, 2023, the Federal Ministry of Aviation made a payment of ₦136,497,650.67 to Global Projects Consortium Limited for the engagement of consultants for the construction of 2nd runway and associated facilities at Nnamdi Azikiwe International Airport, (NAIA), Abuja.
Findings showed that Global Projects Consortium Limited has two key management staff named Nuruddeen A. Rafindadi and Abdurrahman Eng.
It was discovered that the two names refer to the same person and are written in full as Eng. Nuruddeen Abdurrahman Rafindadi, the former Managing Director/ Chief Executive Officer of the Federal Roads Maintenance Agency (FERMA). He entered office in 2017.
Global Projects Consortium Limited was registered in Abuja with registration number 430724 in October 2001.
