Corruption Scandal Continues to Rock Otefe-Oghara Polytechnic as Staff Petition Delta Governor Over Alleged ₦1 Billion Fraud

A coalition of concerned staff at Delta State Polytechnic, Otefe-Oghara, has escalated its fight against institutional corruption by issuing a formal petition to the Executive Governor of Delta State, Rt. Hon. Sheriff Oborevwori.

The document obtained by SecretsReporters, dated April 27, 2026, calls for the immediate suspension and investigation of the school’s principal officers, including the Rector, Prof. Emmanuel Ufuophu-Biri, who was recently installed as the Omoko (Parrot) of Oghara Kingdom, the Deputy Rector, Dr. Samuel Ogbogu, and the Bursar, Mr. Omokaro Sunday.

The petition alleges a systematic “financial bleeding” of the institution through the diversion of over ₦1 billion in statutory staff deductions. These funds, covering National Housing Fund (NHF) contributions, National Health Insurance Scheme (NHIS) premiums, and Pay As You Earn (PAYE) tax deductions, have reportedly been withheld from federal and state agencies for years despite appearing as debits on monthly staff payslips.

The petition draws heavy weight from investigative report by SecretsReporters, which first exposed the management’s alleged embezzlement of pension deductions belonging to over 600 staff members. While management has publicly touted “prudent and judicious management of lean IGR,” the coalition alleges that the reality is a “ghost worker” syndicate where the salaries of staff members deceased for over two years are still being drawn from the state treasury. Because these deaths were never officially communicated to the Bureau of Pensions in Asaba, the funds are allegedly being funneled into private accounts.

The petition further alleges that the Bursar has operated a shadow banking system, executing high-value transfers directly from his mobile device at the Rector’s behest, completely bypassing mandatory payment vouchers and internal audit controls.

This formal call for executive action highlights a growing sense of unrest, as the Independent Corrupt Practices and Other Related Offences Commission (ICPC) is reportedly already active on campus. The staff contend that the continued presence of these officers in their roles poses a direct threat to the investigation, as management is accused of using state resources to intimidate whistleblowers.

The petitioners specifically note that the naming of the ultramodern Administrative Building as the “Rt. Hon. Sheriff Oborevwori White House” in February 2026 was a calculated attempt to create a “shield of invincibility” and align with the “MORE” agenda to mask the alleged financial misappropriation.

They are now demanding an immediate forensic audit and the appointment of an acting management team to prevent the further destruction of evidence.
