Composed Looting: How Adamawa State Ministry of Local Government Affairs Spent N210 Million To Prepare 2018 Budget

Data on the Adamawa State open procurement portal have shown that a ministry under the previous government led by the then Governor Muhammadu Jibrilla spent over N200 million to engage a consultant for the preparation of its 2018 budget.

The contract tagged “Engagement of Consultant for the preparation of 2018 budget of the 21 local government of Adamawa State” was awarded in 2018 by the Ministry Of Local Government Affairs.

According to the data, the contract awarded to Magnet Investment And Properties Ltd was pegged at N210, 000,000.00.

Meanwhile, Governor Muhammadu presented the 2018 State budget to the State Assembly led by Speaker of the House, Kabiru Mijinyawa in November 2017.

While presenting the N162.7 billion budget tagged “Budget of Hope and Empowerment,” Governor Jibrilla explained that massive infrastructure development, education, health agriculture, housing, and urban development were top priorities of the budget proposal.

It is not clear how the state budget was prepared and presented in 2017 without capturing the local government budget that was outsourced for preparation in 2018.

Investigation revealed that Magnet Investment And Properties Ltd was incorporated in Yola, Nigeria, with Registration Number 1023110. It was registered on 03 Apr 2012, and its status is unknown.

The company’s official address is plot 22 ADS7P35 Gibson Jalord, Yola, Adamawa. The company’s directors are Ibrahim Salihu, Ahmed Bawa Bello, and Zaraddeen Abass Bello.

Findings on the corporate affairs commission revealed that Magnet Investment And Properties Ltd is not active, an indication that it has defaulted in filing its financial returns.

In a similar development, the State Ministry of Local Government Affairs revealed that it spent N76, 800,000.00 to facilitate training for local government chairmen.

According to data on Adamawa State open procurement portal, the contract, tagged “Engagement of consultant for the study on the development of training needs of elected chairmen of 21 local governments,” was awarded to Ramlat Trading And Supplies Ventures Ltd.

The data show that the contract was awarded in 2018 during the tenure of Governor Muhammadu Jibrilla.

Ramlat Trading And Supplies Ventures Ltd was incorporated in Yola, Nigeria with Registration Number 1023829. It was registered on 04 Apr 2012 and its current status is unknown.

The company’s office address is No 26 Lamido Maigari Road Former Madaki Street, Yola, Adamawa.

Investigation revealed that the company is not active on the CAC portal.
