Benefit Looters: How Maimuna Aminu Bamanga, Head Of NPFP Unit Fraudulently Received Contract Worth Over N90 Million

Maimuna Aminu Bamanga, head of a unit within the Nigerian Police Force Pension, has been exposed for fraudulently receiving a contract worth N96, 986,150, an action which is contrary to the Code of Conduct Bureau for public office holders in Nigeria.

According to the Code of Conduct for Public Officers, it is prohibited for an officer who is employed on a full-time basis to be involved in the management or operation of any private business, profession, or trade, except in cases where they are not employed. However, the code allows public officers to engage in farming or participate in the management or running of a farm, despite the above prohibition.

An investigation by SecretReporters revealed that the Ministry of Communication and Digital Economy, through the Nigerian Communication Commission, awarded a contract worth N96, 986,150 to Ace Global Service Limited for digital literacy training for youth across the country.
The contract which is currently ongoing was awarded in 2020 with no specific date given.

SecretReporters gathered that the company, Ace Global Services Limited was incorporated in Abuja, Nigeria with Registration Number 646786. It was registered on 28 February 2006 and its status is unknown.

The company has five key management personnel, among whom is Maimuna Aminu Bamanga, the head of a unit with the Nigerian Police Force Pension.

According to section 9 of the code of conduct for public officers involved with procurement, the action of the Ministry of Communication and Digital Economy, was contrary to section 9 of the code of conduct for public officers involved with procurement, which prevents a public officer from participating in procurement process if any of the bidders or service providers involved in the process are related to them by blood, marriage, or grant relationship, or if the success of a particular bidder or service provider in the process would confer a pecuniary or another advantage on the public officer.
