In the details of the 2026 Appropriation Bill published by the Budget Office of the Federation, at pages 1238 and 1239, under the Service Wide Vote, MDA code 0238005002, two entries carry the name of the Presidential Women's Health Transformation Initiative. The first entry, coded ERGP25247808 and described as PRESIDENTIAL WOMEN'S HEALTH TRANSFORMATION INITIATIVE – RECURRENT (OSSAP-WH), carries N1,540,000,000 voted to the initiative as recurrent spending. The second entry, coded ERGP25247832 and described as PRESIDENTIAL WOMEN'S HEALTH TRANSFORMATION INITIATIVE (OSSAP-WH), carries N4,460,000,000 voted to the initiative. The figures in this report are as published in the Budget Office's details of the 2026 Appropriation Bill.

The Service Wide Vote is the central vote administered through the Federal Ministry of Finance. The tag carried on both entries is (OSSAP-WH), the initials of the Office of the Senior Special Assistant to the President on Women's Health, tying the voted money to that office although the office itself carries no vote anywhere in the budget books.

The office has been held since 2025 by Dr Adanna Steinacker. Dr Steinacker, nee Ohakim, was born on 2 March 1988. She is a medical doctor and the founder of House of Adanna, an online brand built around women's health, well-being and motherhood, and she took the presidential appointment in the same year the initiative she now runs was launched.

The appointment itself carries an account the documents do not answer. Sources told SecretsReporters that Dr Steinacker got the office through her relationship with Seyi Tinubu, a son of the President, and that she lives in Germany and not in Nigeria. The public record seen by SecretsReporters establishes neither point. The appointment stands in the record without any account of how it came, and no document in the record states where she lives.

President Bola Tinubu launched the initiative, RenewHER, short for Health, Equity and Reform, on 11 September 2025 at the State House Banquet Hall in Abuja, at a Launch Gala and Awards Night. It is presented to the public as a Presidential initiative facilitated by her office, and the initiative's own website, renewher.ng, describes it in exactly those terms, as a Presidential Women's Health Transformation Initiative facilitated by the Office of the Senior Special Assistant to the President on Women's Health.

Four Tranches, N150 Million, Paid to One Project Accountant

The launch was paid for in four tranches, and the spending records show every one of them. The spending records carry four payments by the Office of the Secretary to the Government of the Federation, every one of them made to Dauda Sule Mama, named in the payment text as the project accountant, and every one of them recorded for the purpose of enabling the Senior Special Assistant to the President on Women's Health to host the launch of RenewHER, the Presidential Women's Health Transformation Initiative, at the State House Banquet Hall in Abuja. On 9 September 2025, payment 1001321813-1 carried N45,000,000. On the same day, payment 1001321814-1 carried N45,000,000 and is described in its text as the second tranche. On 10 September 2025, payment 1001322114-1 carried N45,000,000, described as the third tranche. On 11 September 2025, the day of the launch itself, payment 1001322400-1 carried N15,000,000, described as the last tranche. Across the three days ending on the day of the launch, the four payments carried N150,000,000 to the project accountant.

The same spending records carry no payment to Renewher Network. They carry no payment naming Dr Steinacker, and they carry no payment answering to the entries voted to the initiative in the 2026 budget books. The records run to June 2026, and across those records the launch tranches paid by the Office of the Secretary to the Government of the Federation are the only payments the records hold for the initiative.

The initiative runs on three pillars. The first pillar is a digital media and advocacy hub, carried in the Women's Health Nigeria Hub and Magazine. The second pillar is a round of geopolitically anchored flagship campaigns across the zones of the country, among them the Save Our Mothers campaign, with state ambassadors inaugurated across the 36 states and the Federal Capital Territory to drive the advocacy in the states. The third pillar is high-level summits and coalition building, drawing government, civil society and private partners into one platform behind the initiative.

The Payment Letter Names Women's Health Nigeria

The first of those pillars is carried in the name of a body that stands outside the government. Women's Health Nigeria, in whose name the initiative's Women's Health Nigeria Hub and Magazine is carried, stands on the register of the Corporate Affairs Commission as an incorporated trustee body, registered on 16 August 2025 under registration number 8705090, with its status on the register shown as ACTIVE. Its registration came four weeks before the State House launch of the initiative. In a letter signed by Dr Steinacker over her name and title as Senior Special Assistant to the President on Women's Health, payment was directed to that body. The letter requests that payment be made to the office's implementation partner, and it names Women's Health Nigeria, and it sets out the destination of the money in full: account name, Women's Health Nigeria; bank, Providus Bank; account number, 1307859458; and Tax Identification Number, 33437000-0001. The letter closes over her signature, in her name and in her title as Senior Special Assistant to the President on Women's Health. The spending records carry no payment to Women's Health Nigeria, and they carry no payment that answers to the direction in her letter.

Her Twin Sister Is Trustee and Secretary of the Body

The certified extract of the register for Women's Health Nigeria names the persons who hold that body. It carries three trustees, all appointed on 16 August 2025, the day of its registration: its chairman, Wendy Odera Evans-Uhegbu; Samuel Ebiojo Atawodi; and Adanma Lynda Amaha-Okorafor, who stands on the extract as a trustee of the body and also as its secretary. The registered office the extract carries for the body, at 19 Lakeview Estate, Umaru Dikko Street, Jabi, Abuja, is the same address the extract carries for its secretary, and the email address the register holds for the body is hers. Adanma Lynda Amaha-Okorafor is Adanma Ohakim, a daughter of Ikedi Ohakim, former Governor of Imo State, and the twin sister of Dr Adanna Steinacker, born in the same month of March 1988 that the register records for her and that Dr Steinacker carries as her own birth month. The letter of the Senior Special Assistant therefore directs the payment of public money to the implementation partner of her office, a body her own twin sister holds as trustee and secretary, run from the twin's own address and on the twin's own email.

For all of that public presence, the office holds no vote of its own. A search by SecretsReporters of the budget books for 2025 and 2026 found no vote for the Office of the Senior Special Assistant to the President on Women's Health and no vote for its initiative in the Presidency vote, in the vote of the Office of the Secretary to the Government of the Federation, in the Health vote or in the Women Affairs vote. Every naira voted to the initiative in the books sits in the Service Wide Vote.

The Service Wide Vote is also where the same budget parks the initiatives of other presidential aides. The Special Adviser on Policy and Coordination carries two entries in the same vote, one of N1,000,000,000 and one of N2,730,000,000. The Presidential Committee on Health Sector Reform carries N500,000,000 in the same vote. The entries for the Presidential Women's Health Transformation Initiative stand in that company, voted under the tag of an office that has no vote of its own.

In 2025 there was nothing at all. The complete Appropriation Act of 2025 carries no entry for the office and no entry for the initiative, including inside its own Service Wide Vote. The State House launch of 11 September 2025 therefore took place in a year in which no budget entry anywhere in the books bore the initiative's name, and the office began its public work without a single voted naira standing against its name in the budget of that year. The money for the launch nonetheless moved. It was paid out by the Office of the Secretary to the Government of the Federation, in the four tranches recorded in the spending records above, to the project accountant, in the three days that ended on the day of the launch.

The Initiative's Name Sits in One Private Business Name

The Corporate Affairs Commission's public register carries exactly one entity under the initiative's name. It is Renewher Network, registered as a business name under number 8973498 on 5 November 2025, with its status on the register shown as ACTIVE. The registration came about two months after the State House launch of the initiative whose name it carries, and it stands on the register today.

A business name is a private trading vehicle. It is owned outright by its proprietors, it is not a government body, it is not a company and it is not an incorporated trustee, and it has no existence separate from the persons who own it. The Code of Conduct for Public Officers in the Fifth Schedule of the Constitution provides that a public officer shall not put himself in a position where his personal interest conflicts, or is likely to conflict, with the performance of his functions. The same Fifth Schedule binds every public officer, on the same terms, to declare her assets and liabilities, her own and those of her spouse and her unmarried children below the age of eighteen, on assuming office, at the end of every four years and at the end of her tenure, with assets held outside Nigeria declared in the currency of the country where they sit. An asset acquired after a declaration that cannot be fairly attributed to her income, a gift or an approved loan is presumed to have been acquired in breach of the Code unless the contrary is proved, and a breach of the Code carries removal from office, disqualification from holding public office for up to ten years, and seizure and forfeiture of the property to the state.

The certified extract of the register for the business name answers the question of who owns it. It shows Renewher Network as a sole proprietor business name, and it names its sole proprietor as Fortune Amaechi, who is also named on the extract as the person who presented the registration. Its principal place of business is recorded on the extract as 5 Adepele Street, Ikeja, Lagos, its recorded activity is other service activities, and the email address the register carries for it is renewherfoundation@gmail.com.

No company carries the RenewHER name on the register. No incorporated trustee carries it, and no second business name carries it. No entity on the register stands in Dr Steinacker's own name. The single entry under the name of the Presidential initiative is the private business name registered two months after the launch.

Dr Steinacker is a daughter of Ikedi Ohakim, a former Governor of Imo State, and of Chioma Ohakim. In the ambassadorial postings of March 2026, her mother, Barr. Chioma Priscilla Ohakim, was posted to Warsaw, Poland. Dr Steinacker is married to David Steinacker, a German business consultant, and her public career before the appointment was built on the House of Adanna brand she founded.

The public record of the initiative stands in its documents. The register of the Corporate Affairs Commission carries Renewher Network, the private business name registered on 5 November 2025, and Women's Health Nigeria, the incorporated trustee body registered on 16 August 2025, whose trustee and secretary is the Senior Special Assistant's twin sister. The details of the 2026 Appropriation Bill, at pages 1238 and 1239, carry the voted entries under the Service Wide Vote in the name of the Presidential Women's Health Transformation Initiative, tagged to the Office of the Senior Special Assistant to the President on Women's Health. The signed letter of the Senior Special Assistant directs that payment be made to Women's Health Nigeria as her office's implementation partner.
