Secret Reporters

Presidnt Muhammadu Buhari’s fight against corruption and crimes has suffered a slight setback as newly appointed Deputy Inspector General of Police in charge of Criminal Investigation & Intelligence Department Force Headquarters, Abuja, DIG Hyacinth Dagala has directed CP Jimoh Ozi-Obeh in Charge of Cross River State, Calabar, to cover up a case of Criminal conspiracy, assault occasioning harm and kidnapping against The Managing Director Energovod Engr. Nig. Ltd, Mr. Odo Ibem, his project manager Engr. Emeka Chibuzor and a Security Staff of Niger Delta Power Holding Company Ltd, Mr. Anih Paulinus. Secret reporters had published a detailed report of how the Project manager of Energovod Engr. Nig Ltd, Engr. Emeka Chibuzor was arraigned before a Chief Magistrate Court 1, Calabar Cross River State on a three count charges of Conspiracy, assault and kidnapping on the 19th August, 2016 which he pleaded not guilty to and was granted bail in the sum of N100,000 with one surety who resides within Calabar metropolis.

Secret Reporters investigation shows that, the other suspects, Mr. Ibem Odo and Mr. Anih Paulinus had been on the run since July 2016. The Commissioner of Police Cross River State, CP Jimoh Ozi-Obeh in his office in Calabar in the presence of the complainant, Mr. Akim Peter Chima charged and directed the Investigative Police Officer, Insptr. Nsa Okoi to arrest the fleeing suspects wherever they were hiding and also charged his Officer-in-Charge of Legal Prosecution Section SCIID, Calabar, SP Enoch George to ensure the suspects when arrested should be prosecuted accordingly. During Police investigations, two vehicles, a white coloured Hilux Vehicle with Lagos Registration Number XR 605 BDG and an ash coloured Tacoma Pick Up with Lagos Registration Number EPE 820 DD which were used by the kidnapping suspects were recovered by the Police State Command Headquarters, Calabar, Cross River State.

Investigation activities signed by ACP Bunmi Osoko on 31st August,2016 addressed to the MD Niger Delta Power Holding Company (NDPHC) Ltd, requesting him to release Mr. Odo Ibem(Contractor) and Mr. Anih Paulinus(Security Staff of NDPHC Ltd) for interview with CP Jimoh Ozi-Obeh through ACP Bunmi Osoko, SCIID Calabar on the 6th of September, 2016 was never complied with. The Police IPOs, Insptr. Nsa Okoi and Insptr. Ibeh Eko from State CID Calabar in company of the Complainant, Mr. Akim Peter Chima, after failed attempts to arrest the fleeing suspects, Mr. Ibem Odo & Mr. Anih Paulinus in Abuja, a Police letter of invitation was delivered to the MD NDPHC Ltd, Barr. Chiedu Ugbo, for the release of the suspects on 6th September, 2016. The suspects never honoured the invitation until 16th September, 2016, in what can best be described as “Constitutional impunity/rascality”, CP Jimoh Ozi-Obeh(who once ordered the arrest of the suspects), acting on the instructions of DIG Hyacinth Dagala summoned the newly appointed DCP and his 2i/c in Charge of SCIID, Calabar including the IPO, Insptr. Nsa Okoi to his office with the kidnapping suspect, Mr. Odo Ibem, comfortably seated in his office.

Like a twist of fate and without thinking twice and the aftermath of his actions, CP Jimoh Ozi-Obeh complied with instructions from DIG Hyacinth Dagala through IGP Ibrahim Idris, as we gathered that, he ordered his men to close the case of the alleged kidnap suspects despite overwhelming evidence indicting the suspects over the alleged crimes.

As at the time of filing this report, there is serious tension amongst officers of SCIID Calabar over the directives of CP Jimoh Ozi-Obeh to cover up alleged kidnappers which was contrary to the outcome of their investigation report earlier put up which led to the arraignment of Engr. Emeka Chibuzor as he also immediately ordered the IPO to release the two exhibit vehicles recovered from the suspected kidnappers without further investigations which he immediately complied with.

The big men kidnap suspects, Mr. Odom Ibem walked quietly in and out of the SCIID Calabar without being detained. The complainant, Mr. Akim Peter Chima was never invited for interview together with the suspects because decisions on how to close the case had already been concluded among themselves. Efforts are currently being made by CP Jimoh Ozi-Obeh in Charge of Cross River State to forward a doctored, cooked, forged and false report to the IGP Ibrahim Idris so that the case will be closed.

With the latest action of the Police Chief in Charge of Cross River State, criminals would be traded for a price tag which portends serious danger to the common man. sources said.
