Govspend, a government portal that tracks and analyses federal government spending over time, has once again exposed how Bawa Abubakar Waziri, a town planning officer with the Federal Capital Territory, using his company, Scape Design Associates Limited, was involved in contract racketeering, violating the Code of Conduct Bureau and Tribunal (CCBT) Act.
The CCBT Act stipulates that public officials should not own or run a private company while employed as full-time staff. However, such laws do not apply if the company or business is in the farming sector.
It was discovered that Waziri used his company, Scape Design Associates Limited, to receive federal government contracts to the sum of ₦132,003,063.77 while working as a staff member of the Federal Government of Nigeria.
SecretsReporters discovered that on May 14, 2024, the Nigerian Security and Civil Defence Corps made the payment of ₦73,021,272.33 for the supply of 2238 No.s of blue uniform materials (trouser length) to NSCDC NHQ to Scape Design Associates Limited.
On October 11, 2018, the Federal Ministry of Agriculture and Rural Development Hqtrs made the payment of ₦29,644,962.86 with the description “Capital 2018” to Scape Design Associates Limited.
On November 7, 2018, the same Federal Ministry of Agriculture and Rural Development Hqtrs made the payment of ₦29,336,828.58 with the description “Capita;l 2018” to Scape Design Associates Limited.
It was discovered that the company, Scape Design Associates Limited, was registered in Abuja, with registration number 748830, on May 21, 2008.
Architect Bawa Abubakar Waziri, a town planning officer with the Federal Capital Territory Administration (FCTA), is among the key management staff of the company.
He also serves as the Principal partner to Scape Design Associates Limited, a company he co-founded.
