In what can be alleged to be a money laundering conduit, the Adamawa State Government under the stewardship of Governor Ahmadu Umaru Fintiri has revealed that it spent N422, 980,000.00 to purchase some items using unlawful means.
According to data on the Adamawa State Open Procurement, the Adamawa State Primary Healthcare Development Agency spent N221, 480,000.00 to buy “Mama’s Delivery Kits”.
The contract was awarded on 30th March 2022. It was not clear if the project has been fully executed as at the time of this report as data revealed that the items were purchased using a direct non-contracting method.
In a similar development, data on the portal revealed that the Adamawa State Primary Healthcare Development Agency also spent N201, 500,000.00 to purchase “Seed Stocked of Drugs”.
The contract was also awarded on 30th March 2022 with no clear indication if the project has been fully executed.
According to the data, the items were also purchased using a direct non-contracting method.
According to Treasury Circular No. TRY/A2&B2/2009/OAGF/CAD026/V OF 24th March 2009 states that “All procurement of stores and services exceeding N200, 000.00 shall be made only through the award of contract”.
Similarly, Treasury Circular Ref. No. TRY/A2&A3/2013 OAGF/CAD/026/V.1/188 OF 9th April 2013 emphasized that “cash advance over N200,000.00 should not be granted to any officer for procurement of goods and services but the procurement should be given out as a contract”.
It can be alleged that the Adamawa government, through the Primary Healthcare Development Agency may have diverted the funds to personal use. This is especially so since the purpose of the items was not revealed.
Efforts to speak with officials of the Primary Healthcare Development Agency proved abortive as the telephone line provided on their website was switched off as of the time of filing this report.
