How Lagos Lawmaker, Temitope Adedeji Adewale Diverted Contract Worth Over ₦286 Million

SecretReporters’ investigation uncovered an alleged case of contract diversion involving a Lagos lawmaker and former governor’s aide. The contract in question, titled “Provision of Lane Markings Across the State Lot 1,” was valued at a staggering ₦286,139,762.00 and was under the purview of the Ministry of Transport in Lagos State where the lawmaker served as an adviser to the governor in time past.

The procurement year was 2022, and the contract status remains ongoing as of the publication date. The contractor assigned to the project was Titans and Tulip Resources Limited, a company registered in Surulere, Lagos. The company, with registration number 1154613, was incorporated on November 20, 2013. However, the company’s current status is unknown, raising suspicions about its qualification for government contracts as that could mean evasion of tax remittance. Titans and Tulip Resources Limited’s registered office address is 16, Adeniji Street, off Itire Road, Surulere, Lagos.

Investigations by SecretReporters revealed that the owner of Titans and Tulip Resources Limited is none other than Temitope Adedeji Adewale, the House Member representing Ifako Ijaiye I Constituency. Adewale’s involvement in this contract raises serious concerns about potential conflicts of interest and misuse of public funds.

Temitope Adewale, born in Lagos on May 3, 1983, served in the 9th Legislative Assembly, representing Ifako Ijaiye I Constituency. He is also part of the 10th Legislative Assembly, which commenced in 2023.

Before his political career, Adewale obtained a B.Sc. in Estate Management from the University of Lagos and later pursued an MFM (Master in Facility Management) in 2016. He served as the MD/CEO of Titan and Tulips Resource Ltd from 2012.

Additionally, he held key positions as a Senior Special Assistant (SSA) to the Governor on Work & Infrastructure (2014-2015), Budget Deliverables (2013-2014), and Transportation (2012-2013). During the later appointment, he set up Titans and Tulip Resources Limited, obviously for contract racketeering from the government.

The revelation of Adewale’s ownership of Titans and Tulip Resources Limited raises serious questions about the integrity of the contract award process.

Section 6(b) of the Code of Conduct Bureau and Tribunal Act states that “except where he is not employed on a  full-time basis, engage or participate in the management or running of any private business, profession or trade; but nothing in this paragraph shall prevent a public officer from engaging in farming or participating in the management or running of any farm.”
