The Coalition of Civil Society Enugu has raised serious concerns regarding the financial Mismanagement, Corruption, and Nepotism of the administration of the  Medical Director, Dr. Monday Igwe, at the Federal Neuropsychiatric Hospital, Enugu (FNHE). The coalition stated that his actions have negatively impacted the School of Post-Basic Psychiatric and Mental Health Nursing and its staff.

The allegations were contained in a letter signed by the leader of the Coalition of Civil Society of Nigeria, Comr. Igboke Onyebuchi, dated 27th July 2023, and addressed to the Director of Hospital Service, Federal Ministry of Health.

In the letter, which SecretReporters exclusively obtained, the MD was accused of failing to comply with the directive of posting all academic and non-academic staff back to the school resulting in the school’s closure.

This online newspaper gathered that on 13th July, Dr. Monday Nwite Igwe allegedly traveled to London after shutting down the school. The school closure disrespects the directive of the Permanent Secretary, Federal Ministry of Health. This led the stranded students who were due for their examinations to contact an Enugu lawyer in protest.

The MD was further accused of trying to void the admission of the 2023/2024 set meeting the necessary requirements, which include: – paying the application fee, writing and passing the entrance examinations, paying the acceptance and tuition fees, and about to write their first semester examinations.

The group faulted the MD for victimizing Afam Ndu, the Principal of the School of Post-Basic Psychiatric and Mental Health Nursing of Federal Neuropsychiatric Hospital, Enugu, for forcing his wife, Chinonye Igwe, out of the school and for the fear that Mr. Afam Ndu will unearth a lot of misappropriation by the MD, his wife, and his cronies.

The coalition said that under the watch of the MD and his wife, Mrs. Stella Agbo (former Acting Principal) and Alphonsus Mbah (former Acting Principal), the sum of N1,600,000 (One million, six hundred thousand naira) contributed by the students for indexing was claimed to have been stolen by robbers in a tricycle (Keke). Thus, the students were made to contribute again while the Medical Director provided N1,000,000 (One Million naira) only to cover the case.

Also, the group noted that against the Federal Government Policy of remittal adoption for all official payments, the MD instructed the then principal, Alphonsus Mbah, to collect cash payments from students, leading to the looting of the school fund to the sum of N6,000,000 (Six Million Naira) by Mbah who in turn settled his boss, the MD with the sum of N1,900,000 (One Million, Nine Hundred Thousand Naira).

The group accused the then Principal, Alphonsus Mbah, of bribing the MD with the sum of N2,000,000 (Two Million Naira) for the extension of his service, which the MD obliged by adding extra twenty-four months to his service year. The group noted, however, that the MD later chased Mbah out of service due to suspicious activity, leading to his hand over to Stella Agbo, who continued looting the school funds on behalf of the MD.

Still, on the allegation of corruption, the group noted that Stella Agbo, the then-acting principal, connived with the MD and his wife to divert students to their private hostel, and managed the hostel using the personal account details of their housemaid. The account details of their housemaid is; Name: Chinemerem Solace Obuna, Bank: Access Bank, Account No: 1457089404.

They revealed that their investigations on the amount in the account is N50,000,000 (Fifty Million Naira), and part of it was used to sponsor the MD’s wife to study in the United Kingdom.

Additionally, the group stated that the Managing Director has no power to make appointments of principal officers in the school as appointments rest in the hands of the board or the ministry in the absence of the board and has been warned to halt every advertisement pending the Ministerial Committee on the matter.

In the letter, the group pleaded for the Director of Hospital Service, Federal Ministry of Health, to advise Dr. Monday Igwe to obey the former Minister’s memo of 31st August 2022 signed by Hassan Sallau.

They also urged the director to ensure that all the petitions, and complaints by persons and staff of Federal Neuropsychiatric Hospital, Enugu, should be looked into holistically by the Ministerial Committee to bring a lasting solution to their grievances”.

The group noted that Dr. Monday Igwe should be held responsible for any loss of life and property in the Federal Neuropsychiatric Hospital, Enugu.
