Amid the vibrant greenery and red-earth pathways of Umunze in Anambra State, where the Federal College of Education (Technical) stands as a beacon of vocational learning and academic pursuit, official documents obtained by SecretsReporters reveal that the institution recorded ₦22,269,846.32 in financial irregularities across three findings for the 2023 financial year under the leadership of the Provost, Professor Theresa Obumneme Okoli.

The primary finding shows that ₦14,741,600.00 granted as non-personal advances was never retired by the recipient personnel. This non-retirement violates Paragraph 1405 of the Financial Regulations 2009, which places direct responsibility on the Accounting Officer to ensure prompt repayment of every advance issued. Additionally, this failure falls within the ambit of Paragraphs 3106 and 3115 of the Financial Regulations 2009 regarding irregular payments and poor cash management.

Similarly, financial records indicate that ₦4,328,246.32 in internally generated revenue was under-remitted to the Consolidated Revenue Fund. This shortfall in revenue remittance breaches Paragraphs 3106 and 3115 of the Financial Regulations 2009, which regulate financial compliance, govern proper cash management, and prohibit irregular payments.

Moreso, the records highlight that payments amounting to ₦3,200,000.00 were disbursed without any relevant supporting documents attached to substantiate the expenditures. This absence of necessary documentation violates Paragraphs 3106 and 3115 of the Financial Regulations 2009 concerning irregular payments and poor cash management.

Consequently, official recommendations direct the Provost to account for each sum before the Public Accounts Committee of the National Assembly, recover and remit the full amounts back to the Treasury, and forward formal evidence of the remittance.
