SecretsReporters perusing govspend, a government portal that tracks and analyses government spending over time, discovered that Mr. Turner Erefagha, a staff member of the Nigerian Content Development and Monitoring Board, was involved in contract racketeering to the sum of ₦537,627,651.46 violating the Code of Conduct Bureau and Tribunal (CCBT) Act.
The CCBT Act stipulates that public officials should not own or run a private company while employed as full-time staff. However, such laws do not apply if the company or business is in the farming sector.
It was discovered that Turner Erefagha used his company, Trenur (Nigeria) Ltd, to receive federal government contracts of ₦537,627,651.46 while working as a staff member of the Federal Government of Nigeria.
On January 27, 2022, the Federal Ministry of Aviation made a payment of ₦17,488,372.09 to Trenur (Nigeria) Ltd for the 3rd part payment on IPC 3 for the upgrade and rehabilitation of Makurdi terminal building.
On March 16, 2021, the Federal Ministry of Aviation Made the payment of ₦107,113,026.95 to Trenur (Nigeria) Ltd for the Payment of IPC no. 3 on the contract for the emergency reconstruction of the protocol terminal at Abuja, Lagos and Port Harcourt International Airport.
On July 17, 2021, the Federal Ministry of Works made a payment of ₦413,026,252.42 to Trenur (Nigeria) Ltd as part payment for the construction of the Federal Secretariat Complex in Yenagoa, Bayelsa State.
Findings revealed that Trenur (Nigeria) Ltd was incorporated in P/HARCOURT, Nigeria, with registration number 284127 in 1995.
Among the key management staff of Trenur (Nigeria) Ltd, is Mr. Turner Erefagha. It was discovered that Mr. Turner is a senior supervisor with the Nigerian Content Development and Monitoring Board.
He also served as the Senior Special Adviser to the Bayelsa State Governor on local content data gathering and management, from 2012 to 2013.
