Information obtained from perusing Govspend, a government portal that tracks and analyses federal government spending over time, revealed that Raphael Ngige, a house officer with the Maitama District Hospital has been involved in the Contract Racketeering worth over millions of Naira, violating the Code of Conduct Bureau and Tribunal (CCBT) Act for public officers, through contract racketeering.
The Code of Conduct Bureau and Tribunal Acts state that public officials should not own or run a private company while employed as full-time staff. However, such laws do not apply if the company or business is in the farming sector.
Information obtained from Govspend revealed that Raphael Ngige, a house officers with the Maitama District Hospital, used a company, Shale Atlantic Intercontinental Services Ltd where he is part of the director, for contract racketeering to the sum of ₦63,980,016.38.
It was discovered that On May 31 2023, the Federal ministry of labour and employment – hqtrs paid the sum of ₦46,637,852.54 to Shale Atlantic Intercontinental Services LTD for the payment of llot 2: procurement of consultant for the presidential committee on salaries: review of the 2014 draft white paper report
On June 16 2023, the Federal ministry of labour and employment – hqtrs paid the sum of ₦17,342,163.84 to Shale Atlantic Intercontinental Services LTD for the payment of or procurement of items for resettlement and empowerment of skill graduates in awka south lga, anambra state (lot 3)
Findings show that Shale Atlantic Intercontinental Services LTD was registered in Festac Town on July 28th, 2015, with registration number 1276322, with the registered address at 722, road, a close, plot 19, Festac Town.
The company has three key directors/management personnel among whom is Raphael Ngige, a house officer with the Maitama District Hospital.
