On 20 November 2023, Lori A. Wagner and Joshua L. Miller sold the house at 8509 2nd Avenue, Silver Spring, Maryland, to Zainab Shamsuna Ahmed for $765,000, and the deed was recorded on 27 November 2023, six months after she handed over the Federal Ministry of Finance in Abuja.
The house stands on Lot 32 of Cameron Hill in Silver Spring. Documents obtained by SecretsReporters show the deed took the house in the names of two buyers, Zainab Shamsuna Ahmed and Shamsuna Ahmed, wife and husband, as tenants by the entirety, the form of ownership Maryland reserves for a married couple holding one title together.
The husband on the deed is the husband on the public record at home. When Zainab Ahmed assumed office in August 2019 to run the merged Ministry of Finance, Budget and National Planning, the report of the day recorded that she was flanked by her husband, Mr Shamsuna Ahmed, and her published profiles carry the same man as her spouse. The couple on the Silver Spring deed is the couple that held the finance portfolio of the Federal Republic of Nigeria.
The purchase carried a mortgage of $593,000 from the Bank-Fund Staff Federal Credit Union, the credit union that serves the staff of the World Bank and the International Monetary Fund in Washington. The deed of trust taken with the purchase carries a note dated 20 November 2023 and a maturity date of 1 December 2053, a thirty-year loan taken on the house on the day of purchase. The difference between the mortgage and the $765,000 price, $172,000, was money the buyers put down outside the loan. The deed of trust carries the address the buyers came from: 2555 Pennsylvania Avenue NW, Apartment 818, Washington, DC.
Zainab Shamsuna Ahmed entered the federal cabinet in November 2015 as Minister of State for Budget and National Planning. In September 2018 she rose to Minister of Finance on the resignation of Kemi Adeosun, and from August 2019 she held the combined Ministry of Finance, Budget and National Planning, presenting the federal budgets and holding the nation's accounts until the administration ended and she left office on 29 May 2023. The Silver Spring deed is dated 20 November 2023, inside the first six months after that exit.
The house did not stay long in her name. By a deed dated 27 April 2026 and recorded the next day, Zainab Shamsuna Ahmed and Shamsuna Ahmed sold 8509 2nd Avenue to Afolabi Emmanuel Olowookere and Eniola Abosede Olowookere for $850,000. Between the purchase of November 2023 and the sale of April 2026, the price on the deeds rose by $85,000 in twenty-nine months.
The Code of Conduct for public officers in the Fifth Schedule to the Constitution binds every public officer in Nigeria on the same terms, ministers of the federation among them. A public officer shall not put himself in a position where his personal interest conflicts with the performance of his functions, and every public officer must declare all his properties, assets and liabilities, and those of his spouse and his unmarried children under the age of eighteen, to the Code of Conduct Bureau. The declaration falls due immediately after taking office, at the end of every four years, and at the end of the officer's term in office. Assets held outside Nigeria are declared in the currency of the country where they are situated. Where a public officer acquires an asset after a declaration and the asset cannot be fairly attributed to his income, a gift or an approved loan, the Constitution presumes the asset was acquired in breach of the Code unless the contrary is proved. A breach carries removal from office, disqualification from holding public office for up to ten years, and seizure and forfeiture of the property in question to the state.
The timing sits against that law on its face. Zainab Ahmed's end-of-tenure declaration fell due when she left office on 29 May 2023. The Silver Spring purchase came on 20 November 2023, after that declaration point had passed, and the sale closed on 27 April 2026. The Code of Conduct Bureau does not publish the declarations filed with it, and nothing in the purchase names the source of the money that took the house beyond the credit union loan and the sum paid outside it.
