The 2026 appropriation for the Directorate of Government House and Protocol in Delta State is N66,031,557,532.40. The directorate is the office complex of Governor Sheriff Oborevwori. In the first quarter of 2026, the only quarter the state has accounted for in the records, the directorate drew N4.03 billion, which is 6.1 per cent of its provision.

The overhead vote for the running of Government House is N32.70 billion. Releases in the first quarter came to N2.73 billion. The published records contain no named overhead sub-lines for Government House and Protocol. No welfare line, no entertainment line, no travel line and no publicity line appears for the office. The full appropriation law with the detail schedules has not been published by the state, and the quarterly report gives no economic breakdown for the N2.73 billion released to the office in the three months.

The capital vote is N31.92 billion across 28 project lines. Three of the lines moved in the first quarter, with releases of N836.9 million in total, which is 2.6 per cent of the capital vote. The lines include vehicles at N12.92 billion, covering 50 Toyota SUVs, 60 Hilux pickups, 150 Toyota Corollas and more. One line carries N10 billion for 1,000 starter packs for social security services. Another carries N3.5 billion for 1,000 communication gadgets and 2,000 personal protective wears. Security vehicles, 10 Hilux pickups and 20 buses for community security, carry N1.5 billion. Security starter packs for a community entrepreneurship programme carry N800 million. Sixty boats carry N110 million. Four separate lines of N300 million each cover the rehabilitation of the Governor's lodges in Abuja, Lagos, Warri and the Warri Annex. Medical equipment for the Government House clinic carries N100 million, with no release in the first quarter.

A separate line carries N18 billion under the code Security Vote (Including Operations). No part of the N18 billion was released in the first quarter. The quarterly report does not attribute the vote to any ministry, department or agency, and no published official document states which office holds the N18 billion security vote. The vote appears in the statewide totals and in no office's account.

The second statewide security code, Security Services, was approved at N1.74 billion and drew N1.27 billion in the first quarter alone, which is 72.9 per cent of its full-year vote in ninety days.

The Deputy Governor's office was approved N1.31 billion, with no overhead vote. Its capital vote is N300 million across 14 lines, including CCTV installation and office computerisation. The office of the Chief of Staff carries a capital-only vote of N40 million. The office of the Deputy Chief of Staff carries an overhead-only vote of N128 million. Both offices released nothing in the first quarter.

The records published by the state and seen by SecretsReporters account for the first quarter of 2026 only. No second quarter account for the Directorate of Government House and Protocol, its N32.70 billion overhead vote or the N18 billion security vote appears in the published records.
