Dubious Steward: Special Adviser To Sokoto State Governor, Tukur Toro Syphons Over ₦270 Million Through Contract Racketeering

Alhaji Tukur Toro, the Special Adviser to the Sokoto State Governor on the Sokoto Environmental Protection Agency (SEPA), has been found to have violated the Code of Conduct Bureau and Tribunal Act for public officers in the country.

The CCBT Act stipulates that public officials should not own or run a private company while employed as full-time staff. However, such laws do not apply if the company or business is in the farming sector.

Perusing Govspend, a government portal that tracks and analyses federal government spending over time, it was discovered that Alhaji Tukur Toro was involved in contract racketeering to the sum of ₦273,905,748.85 using his company

On September 28, 2023, the Nigeria Correctional Service made the payment of ₦92,078,106.00 to Stallion Trading and Construction Services Limited for the completion of dormitory custody block (at 2) at 3000 capacity MSCC, Abuja.

On September 18, 2023, the Nigeria Immigration Service made a payment of ₦8,663,658.21  to Stallion Trading and Construction Services Limited for the temporary partitioning and renovation of the library at Immigration Command College Sokoto.

On June 10, 2022, the Federal Ministry of Works and Housing made a payment of ₦173,163,984.64 to Stallion Trading and Construction Services Limited for the rehabilitation of Potiskum-Jakusko-Gashua road in Yobe State.

Thecompany, Stallion Trading and Construction Services Limited, was registered in Abuja, with registration number 1007459, in 2012.

Alhaji Tukur Toro, the Special Adviser to the Sokoto State Governor on the Sokoto Environmental Protection Agency (SEPA), is among the key management staff of the company.
