On the detailed estimates pages of the 2026 Approved Budget, under administrative code 011100100100, the Bureau of General Services carries one single block of other recurrent costs valued at N50,000,000,000. The bureau is the office that services the Governor and Government House, and that one overhead block, for one bureau, is 6.9 percent of the entire Osun State budget of N723,454,988,670 for 2026.

The bureau sits inside Government House, whose total approved budget for 2026 is N77,584,928,880, made up of personnel costs of N9,417,627,590, other recurrent costs of N52,764,750,000 and capital expenditure of N15,402,551,290. Of that total, the Bureau of General Services alone takes N71,176,470,610. Its approved budget rose 83 percent in one year, from N38,885,567,560 in 2025, and its overhead block more than doubled, from N24,200,000,000 in 2025 to N50,000,000,000 in 2026. The budget document was examined by SecretsReporters.

Inside the block, the largest single line is Security Services at N11,000,000,000. The same line carried N3,000,000,000 in 2025, and the budget book’s own performance column records that N2,986,962,500 of it, 99.6 percent, had been spent by September 2025. Beside it sits a Security Vote, including operations, of another N1,000,000,000, the same figure as 2025, when N893,767,250 of the vote had been spent by September.

Travel and transport takes N11,160,000,000 of the block. The 2026 figure is split into local travel for training at N1,225,000,000, local travel for other purposes at N4,400,000,000, international travel for training at N600,000,000 and international travel for other purposes at N4,935,000,000. In 2025 the bureau’s travel vote was N7,000,000,000, and N6,565,301,938 of it had been spent by September of that year. International travel for other purposes alone consumed N2,975,566,676 of its N3,000,000,000 vote by September 2025.

Refreshment and Meals carries N4,600,000,000 for 2026. The 2025 vote for the same line was N1,500,000,000, and N1,499,298,038 of it, 99.95 percent, had been spent by September 2025. Welfare Packages carries N7,500,000,000, against N2,400,000,000 in 2025, when N2,390,610,750, 99.6 percent of the vote, had been spent by September.

The bureau also holds N15,000,000,000 of Government House’s capital vote of N15,402,551,290. The remaining Government House sub-offices are the Osun State Security Network Agency, known as Amotekun, at N5,386,936,340, the Osun Emergency Management Agency at N771,538,030 and the Public Procurement Agency at N249,983,900. Across all 868 pages of the budget book there is no budget line for the Deputy Governor, none for the Chief of Staff and none for Protocol. Those offices are funded inside the Government House establishment and inside this bureau, with no figure of their own published anywhere in the document. There is also no Government House clinic line anywhere in the 2026 budget.

Against every one of these votes, the state has published no account. No budget implementation report for the first quarter of 2026 has been published, none for the second quarter and none for the third. Osun State has published no 2026 actuals at any level, and there is no published record of what has been paid out of the N50,000,000,000 block since the budget was signed.

A New N2.85 Billion Medical Line Inside The Health Ministry

The Ministry of Health carries a total approved budget of N20,004,282,620 for 2026, and its headquarters alone holds N13,463,713,700 of it. Inside the headquarters estimates sits a brand new line, Medical Expenses and Support, valued at N2,850,000,000. The line appears in no earlier budget of the state, and the 2026 budget book offers no breakdown of it, no statement of what it covers and no explanation of why it has been created. It sits in the same budget that gives Government House no clinic line at all, and like every other 2026 vote in Osun State, it has no published implementation report against it.
