Exclusive: NNPC Contract & Procurement Director, Moses Tsado, Buys N727 Million US House

While Nigerians continue to wallow in abject poverty, amid high fuel prices and the unending failures of our independently owned refinery, Nigerian National Petroleum Corporation (NNPC) staff continue to live lives of affluence and luxury, despite the organisation’s frequent appearance in the Nigerian news space for negative reasons. 

Particularly concerning is the purchase of a luxury residential mansion in Houston, Texas, by Moses Kolo Tsado for the sum of N727 million. The property, located at 14431 Basalt Lane, Houston, Texas 77077, is a three-bedroom, two-bathroom single-family residence measuring 2,546 square feet. Moses Kolo works with Antan Producing Limited (APL), where he works as the director of contract and procurement.

Antan Producing Limited (APL) is a fully integrated exploration and production company, wholly owned subsidiary of the Nigerian National Petroleum Company Limited (NNPCL). 

According to the document at the disposal of SecretsReporters, on August 21, 2026, the ownership timeline lists Enrique Alfonso Hernandez Maese and Adriana Navarrete Chavez as the owners from December 23, 2025. Moses Kolo Tsado and Lucy Kaka Tsado were identified as the grantors in the property transaction. 

The property was listed for sale in June 2025 at $495,950. Its asking price was later reduced to $482,950 in July and $480,000 in October. The property was marked as pending sale on December 10, 2025, at $480,000.

The property is currently estimated to have a market value of $485,413. The property is owner-occupied and owned by individuals rather than a company.

The deed section of the report names Enrique Alfonso Hernandez Maese and Adriana Navarrete Chavez as the grantees, while Moses Kolo Tsado and Lucy Kaka Tsado are listed as the grantors. 

Following an FOI request sent to him in March 2025 by the Network Against Corruption and Trafficking (NACAT) NGO, Moses quickly disposed of the house to Maese Enrique Alfonso Hern and Chavez Adriana Navarrete as their grantor on 23rd December 2025, to avoid traces to him if CCB and the anti-graft agencies decide to dig into his acquisition of properties. 

It is worthy of note that the Code of Conduct requires civil servants to declare all their properties, assets, and liabilities, including those of unmarried children below 18 years. The declaration is to be made upon assumption of office, at the end of every four years, and at the end of the officer’s tenure. 

The Constitution further provides that where an asset acquired after the declaration cannot be fairly attributed to income, a gift, or an approved loan, it is presumed to have been acquired in breach of the Code unless the contrary is proved. The Code of Conduct Bureau also requires assets acquired outside Nigeria to be declared, with their value stated in the currency of the country where the property is located, and violation can lead to removal from office, disqualification from holding public office for up to 10 years, or seizure and forfeiture of the property to the state.
