SPECIAL REPORT: Ebonyi Governor Nwifuru Release N7.3 Billion To Purchase Vehicles, Zero Kobo Released For Hospitals

For residents of many rural communities in Ebonyi State, falling sick often means confronting a healthcare system already under toil.

A pregnant woman in labour may have to travel kilometers before finding a health facility capable of attending to her. A child battling severe malaria could be taken from one clinic to another in search of drugs or trained personnel. For elderly residents living with chronic illnesses, the nearest public health center is sometimes little more than a building with worn out furniture and bare walls.

Primary healthcare centers are expected to serve as the first point of care for millions of Nigerians. They are where children receive immunisation, expectant mothers attend antenatal care, and common illnesses are treated before becoming life threatening. Yet, in many parts of the country, including Ebonyi State, inadequate infrastructure continues to undermine access to quality healthcare.

Against this realty, an analysis of Ebonyi State’s budget implementation raises questions about the government’s spending priorities.

Budget implementation records reviewed by SecretsReporters show that while no funds were released for the repair of existing hospital facilities under certain budget line, 71 percent of funds earmarked for the purchase of vehicles were released during the same implementation period. The contrast has sparked debate over whether public spending is addressing the immediate needs of citizens who depend on government owned health facilities.

A Facebook Post That Triggered Public Debate

The issue gained widespread attention after public affairs commentator Segun Ben-Ajayi shared photographs on Facebook showing what he identified as a health center in a community in Ebonyi State.

Accompanying the photographs, he wrote “This is a health center in a community in Ebonyi State. 0% of the budget allocated for repairing existing hospital facilities in Ebonyi State was released, while 71% of the budget to buy cars was released.”

The photographs showed modest consulting rooms with ageing walls, wooden examination beds, plastic chairs and limited furnishings images that quickly attracted hundreds of reactions from Nigerians.

While SecretsReporters has not independently verified whether the photographs represent conditions across the state’s healthcare system, the post ignited wider conversations about healthcare funding and government priorities.

Many Nigerians who reacted to the post expressed disappointment. A Facebook user, Johnson Adams Engisco, said “The only amenity there is BLUE curtain.” Another individual, C’j Caleb Ezeali, wrote “Looks like a native doctor’s house.” A third commenter, Sixtus Ifeanyichukwu, simply wrote “No bi small matter ooo.”

Although these comments represent personal opinions rather than verified assessments, they reflect growing public concern over the condition of healthcare facilities and the use of public resources.

Budgets Reflect Priorities, Implementation Reveals Them

Every year, government prepare budgets outlining their plans for improving the lives of citizens. But a budget is only a promise until money is actually released and projects are implemented.

The difference becomes even more striking when looked into alongside the state’s spending on government vehicles. Ebonyi State’s 2025 Fourth Quarter Budget Implementation Report shows that the government released N7.03 billion representing 95.9 percent of the N7.33 billion budgeted for the purchase of motor vehicles. In contrast, the budget line for the repair of existing hospital facilities recorded no releases during the same period. While the government also invested in other health programmes, including the rehabilitation of primary healthcare centers, the decision to leave hospital repair funds untouched while almost fully implementing vehicle purchases has raised questions among transparency advocates about whether spending priorities adequately reflect the urgent healthcare needs of citizens, particularly those in underserved rural communities.

Public finance experts often argue that the true measure of government’s commitment is not the amount budgeted but the amount released and spent. In Ebonyi State, budget implementation documents indicate that while some health related projects received funding, the budget line for repairing existing hospital facilities recorded no releases as of the time of filling this report. By contrast, allocations for vehicle purchases recorded a significantly higher implementation rate.

The disparity has raised important questions. Should administrative assets receive priority over maintaining hospitals that serve thousands of residents every day? Should a patient seeking treatment in a deteriorating facility take comfort in knowing that government offices have newer vehicles? These are the questions accountability advocates say deserve answers.

For many Nigerians, budget figures are just numbers on paper. But inside rural health facilities, the consequences are very visible.When roofs leak during the rainy season, consultations are interrupted, when examination rooms deteriorate, patients lose confidence in public healthcare, when repairs are delayed, healthcare workers struggle to provide quality services.

The result is that many residents either travel long distances to hospitals in urban areas or pay out of pocket for private healthcare expenses which many families in these rural communities can barely afford. Nigeria already faces one of the highest maternal mortality rates globally, while preventable diseases such as malaria remain major causes of illness and death.

Experts have consistently emphasized that strengthening primary healthcare infrastructure is among the most effective ways to improve health outcomes. The budget implementation documents also present a more glaring picture.

While no funds were released for the specific budget line covering repairs of existing hospital facilities, other health programmes including the renewal of primary healthcare centers recorded significant implementation.

This suggests that the challenge may not simply be one of overall health spending but of how available resources are prioritised over the primary needs of the masses.

Healthcare professionals note that maintenance is often overlooked in public budgeting despite being essential to service delivery. A functioning health facility requires more than medical personnels. It requires roofs that do not leak, walls that are safe, consulting rooms that protect patient privacy, reliable electricity, functional water supply, adequate sanitation, basic equipment and most importantly make available drugs. Without these, even highly trained medical personnel find it difficult to deliver quality healthcare.

Beyond Ebonyi State

The debate extends beyond one state, across Nigeria, the government continues to announce ambitious healthcare budgets, yet many communities still struggle with inadequate facilities. Whether the issue is delayed budget releases, competing fiscal priorities or weak implementation, the people most affected are often those with the fewest alternatives.

For those in the rural areas, access to a functional health center is not a luxury but it is the thin line between timely treatment and end result of dangerous delays and as Ebonyi’s budget implementation continues to attract public attention, one question still stands out “when limited public resources are available, should repairing the hospitals where citizens seek care be prioritized over purchasing official vehicles?”

Residents in rural communities continue to wait and hope that the government one day comes to their aid.
