An in-depth investigation has brought to light questionable dealings within the Ministry of Aviation, revealing a pattern of political cronyism and favoritism in the awarding of contracts. 

Under the administration of the All Progressives Congress (APC), the Ministry of Aviation awarded several lucrative contracts to Gatplus Dynamic Resources Limited, a company linked to a prominent APC chieftain in Ondo State.

Hon. Gbenga Abiodun Eleduma, a notable figure in the APC from the Owo axis of Ondo State, has been identified as the key beneficiary of these contracts. His company, Gatplus Dynamic Resources Limited, has been awarded several significant contracts by the Ministry of Aviation between 2022 and 2023, raising concerns about the influence of political connections on government procurement processes.

Records indicate that Gatplus Dynamic Resources Limited received multiple payments from the Ministry of Aviation for various projects to the tune of ₦1,433,119,111.11. The projects include:

On December 31, 2019, the National Productivity Centre paid ₦11,877,395.36 to Gatplus Dynamic Resources Limited for capital commitment payment in December, 2019 batch 12c. Payment #1000657352-17, Payer Code: 0227004001.

On December 31, 2019, the National Productivity Centre paid ₦12,131,960.70 to Gatplus Dynamic Resources Limited for capital commitment payment in December, 2019 batch 12d. Payment #1000657352-21, Payer Code: 0227004001.

On May 13, 2020, the National Commission for Refugees paid ₦13,252,044.00 to Gatplus Dynamic Resources Limited for the supply of care and maintenance materials (food items) to Tsako, Goronyo LGA, Sokoto State, file no. NCFRMI/2019/CAP/G/ST/P.0058. Payment #1000679013-4, Payer Code: 0161003001.

On October 26, 2020, the Science Equipment Development Institute in Enugu paid ₦12,395,803.32 to Gatplus Dynamic Resources Limited for 15% mobilization for the construction of a science laboratory building at Akannu Grammar School, Akannu Akoko. Payment #1000726311-1, Payer Code: 0228047001.

On December 7, 2020, the Science Equipment Development Institute in Enugu paid ₦28,923,541.08 to Gatplus Dynamic Resources Limited for part payment for the construction of a science laboratory building at Akunu. Payment #1000741033-1, Payer Code: 0228047001.

On December 31, 2020, the National Social Investment Office paid ₦45,469,767.44 to Gatplus Dynamic Resources Limited for the conduct of town hall meetings and other social intervention programmes in the South-South geo-political zones. Payment #1000755482-20, Payer Code: 0544003001.

On December 31, 2020, the Office of the Special Adviser to the President on Niger Delta paid ₦50,400,000.00 to Gatplus Dynamic Resources Limited for part payment for empowerment/business set-up for 22 PAP delegates on fish farming. Payment #1000752797-39, Payer Code: 0111002002.

On March 4, 2021, the Science Equipment Development Institute in Enugu paid ₦20,659,672.09 to Gatplus Dynamic Resources Limited for part payment for the construction of a science laboratory building at Akannu Grammar School. Payment #1000767050-1, Payer Code: 0228047001.

On March 16, 2021, the Science Equipment Development Institute in Enugu paid ₦20,659,672.20 to Gatplus Dynamic Resources Limited for the balance payment for the construction of a science laboratory building at Akannu Grammar School. Payment #1000772198-4, Payer Code: 0228047001.

On March 31, 2021, the National Social Investment Office paid ₦84,214,600.00 to Gatplus Dynamic Resources Limited for the supply of training devices for N-Creative animation graphic art, post-production trainers in North Central and FCT (Lot B18). Payment #1000779833-15, Payer Code: 0544003001.

On May 7, 2021, the National Social Investment Office paid ₦69,317,815.43 to Gatplus Dynamic Resources Limited for emergency remuneration and enrollment of beneficiaries on the NHGSFP Cluster 11. Payment #1000792168-13, Payer Code: 0544003001.

On October 10, 2021, the Nigeria Institute of Leather and Science Technology (NILEST) HQ paid ₦10,074,418.60 to Gatplus Dynamic Resources Limited for the supply of materials for the empowerment of trainees in fashion design and leather technology at Ikaramu, Ondo State. On October 22, 2021, the Nigeria Stored Products Research, Ilorin paid ₦26,454,583.72 to Gatplus Dynamic Resources Limited for the final payment for baseline survey and needs assessment for the economic empowerment of youth and women in Niger South Senatorial District, Niger State. On November 16, 2021, the Border Communities Development Agency (BCDA) HQ paid ₦29,726,601.71 to Gatplus Dynamic Resources Limited for the construction of solar-powered boreholes in Zuru Federal Constituency, Kebbi State (Lot A67). Payment #1000870812-2, Payer Code: 0161022001.

On January 13, 2023, the Federal Ministry of Aviation paid ₦177,963,761.95 to Gatplus Dynamic Resources Limited for the construction of a cargo terminal at Benin Airport. Payment #1001024924-1, Payer Code: 0215015001.

On January 20, 2023, the Federal Ministry of Aviation paid ₦150,000,000.00 to Gatplus Dynamic Resources Limited for the development of a cargo terminal at Benin Airport. Payment #1001027096-1, Payer Code: 0215015001.

Gatplus Dynamic Resources Limited was incorporated in Abuja, Nigeria, with Registration Number 1233350. The company was registered on December 29, 2014, and its current operational status remains unknown. The registered office address is Suite B15, McLewis Plaza, Ademola Adetokunbo Crescent, Wuse II, Abuja.

The awarding of these contracts raises serious questions about the fairness and transparency of the process. It is crucial that we investigate these dealings to ensure that public resources are being used appropriately and not for political patronage,” said a representative from a leading anti-corruption organization.
