Exclusive: Nigeria Minister of Communication and Digital Economy Confused As Corrupt Retired Perm Secretary, Williams Alo Hands Over Power To Another Retired Director

SecretsReporters insider within the Federal Ministry of Communication, Innovation, and Digital Economy has blown the lid off a shocking illegality unfolding within the ministry’s corridors.

The bombshell information, exclusively obtained by SecretsReporters, points fingers at the recently retired Permanent Secretary, Williams Nwankwo Alo, who had previously taken the Head of Civil Service, Folashade Yemi Esan, to court over a memo enforcing a mandatory eight-year tenure limit for Permanent Secretaries, leading to his compulsory retirement. A clandestine operation has been exposed, revealing how Alo exploited his Special Assistant, Maurice Archibong, to pen a dubious memo just one week after his (Alo’s) retirement.

In defiance of the Federal government’s restored tenure policy for Directors and Permanent Secretaries, which mandates compulsory retirement after eight years of service, the internal memo dated 20th November 2023, claims that Famous S Eseduwo, Director, Human Resource Management, will oversee the affairs of the Office of the Permanent Secretary. However, the shocking twist is that Eseduwo has been retired since August, raising serious questions about the legitimacy of his continued presence.

Compounding the malfeasance, Archibong, the SA, is not a civil servant, yet he authored and circulated the memo. Our source disclosed, “The SA has no right to write such a letter. He’s not a civil servant and cannot instruct directors.”

Adding to the drama, SecretsReporters learned that Alo’s manipulation after he retired on November 8th is known to the Minister, Bosun Tijani, but the minister is said to be in a state of confusion about how to navigate this complex situation.

The internal memo dated 20th November 2023, signed by Maurice with reference number Ref: FMCDE/PS/55/Vol.1/ addressed to all directors and heads of departments/units, reads: “I am directed to inform you that in the absence of the Permanent Secretary, Dr. Famous S Eseduwo, Director, Human Resource Management will oversee the affairs of the Office of the Permanent Secretary. Please accord him the maximum cooperation.”

Recall that in 2013, Alo transferred his service from the Ebonyi State Government to the Federal Government. He transferred as a Director GL 17 and was posted to the Federal Ministry of Interior.

In November 2015, then-President Muhammadu Buhari appointed him a Federal Permanent Secretary. He served as a Permanent Secretary – Economic Affairs Office, Office of the Secretary to the Government of the Federation, Permanent Secretary Ministry of Niger Delta Affairs, Permanent Secretary Special Duties Office, Office of the Secretary to the Government of the Federation, Federal Ministry of Labour and Employment, and Federal Ministry of Communication, Innovation and Digital Economy where he was retired.0+.+
