The much talked about prosperity agenda has hit its first target, as Uche Ukuono is currently a billion Naira richer with Deltans and even Senator Ifeanyi Okowa poorer for it, this medium has learnt.

Delta State Governor, Senator Ifeanyi Arthur Okowa may be biting his fingers soon, as he has engaged the same man who made the government of Emmanuel Uduaghan an era of corruption by getting inflated contracts and never delivering on them.

Secrets Reporters can authoritatively report that last week, Okowa has made a whooping sum of N2.5 billion from the state coffer to Uche, who owns ULO construction company and allegedly a front for fmr. Senate President, David Mark.

The money doled out to him by the governor is for the upgrade of Asaba International Airport that has already gulped over N30 billion, which was also constructed by ULO during the regime of Uduaghan for the past eight years.

Authoritative sources who confided in us from Federal Airports Authority of Nigeria (FAAN) revealed that the downgrade of Asaba Airport was masterminded by Uche.

According to the ever reliable sources, Uche went to Abuja to bribe FAAN to downgrade the Airport, so as to get it re-awarded to him by Okowa during the twilight of Uduaghan regime, a deal which worked out. After bribing FAAN officials and provding them the loopholes to downgrade the airport, he bribed selected media to blow the alarm. Ironically, despite instruction that the airport should not be used, we can confirm that FAAN officials use the airport to fly about, while Aero contractor operate one flight daily to Lagos.

The airport built by ULO has no public address system to announce arrival and departure of flight to passengers for the past three month. Despite the billions spent on the Asaba Airport, aviation sources confirmed that the Osubi Airport in Warri is better than it, which shows a shoddy job carried out by ULO.

The Osubi Airport Secrets Reporters has learnt is already sold to a private investor, Shorline, for N6 billion allegedly a front of the Uduaghan.

The money paid by Okowa to ULO we gathered was allegedly influenced by David Mark, who the governor has lot of respect for; haven made him a committee chairman of the juicy health sector, despite him being a first timer.
This newspaper gathered that the Mariam Babangida Way, which is an eyesore to the city, was also constructed by ULO, but was not only abandoned but done with the lowest quality of material, which washed away the day it witnessed it first rain.

The same Uche Secrets Reporters can report was also responsible for the Asaba end of the Ugelli Asaba dualisation which he also abandoned after collecting billions of Naira for it.

The Delta State Government House, which is not fit for habitation of important personalities was also constructed by Uche for almost N6 billion which he never completed, thus forcing the current governor, Okowa to use the Presidential lounge as his resident.

Uche who is Delta State most patronised contractor we can recall was a huge supporter of the Tony Obuh project, doling millions to undo Okowa ambition.

As at the time of filing this report, Uche Ukpono is pursuing another payment which will be credited to his account soon. Rumors within government circle are that Okowa may be under his spell, doing his bidding whenever he pleases.
