Looting Manual: How Adamawa State Universal Basic Education Board Procured N1Billion Instructional Materials Using Tax Evading Company during Lockdown

The popular Biblical saying ‘when men slept’ has surreptitiously become the order of the day in Ahmadu Umaru Fintiri’s led government as investigations by this online media reveal how the Adamawa State Universal Basic Education Board Procured Instructional Materials worth N1, 033,100,000.00 in 2020.

According to the data obtained from the state open procurement portal, the project, titled “Procurement of Instructional Materials” was awarded to Fadal Global Services Limited. The contract did not state the kind of instructional materials that were purchased, and did not also specify the volume of the materials.

It would be recalled that the nation was on lockdown in 2020 with many students at home due to the outbreak of COVID-19 pandemic, during the period that the items were allegedly purchased.  

The contract is said to have been executed as its status is “completed”.

Investigation revealed that Fadal Global Services Limited, owned by is owned by Faisal Adamu Aliyu and Fadimatu D. Adamu, was incorporated in Yola, Nigeria with Registration Number 1039674. It was registered on 08 Jun 2012 and its current status is unknown. The company’s office address is No.4, Galadima Aminu Way Jimeta, Yola, Adamawa.

However, further findings on the Corporate Affairs Commission show that Fadal Global Services Limited is not active.

According to CAC, where a registered entity has not filed its annual returns up to date, the status of the entity is indicated as ‘inactive”.

It is important to note that the Universal Basic Education Commission (UBEC) is a Federal Government Agency saddled with the responsibility for coordinating all aspects of UBE programme implementation.

The Universal Basic Education  Programme was introduced in 1999 by the Federal Government of Nigeria as a reform programme aimed at providing greater access to, and ensuring quality of basic education throughout Nigeria.
