Decorated Officer by Day, Contractor By Night: How NSCDC Officer Basil Igwebuike, Violated CCBT Act Receives Contract Worth Over N150Million

The expectation has always been that those who enforce the law should not be found wanting in breaking the law. But the reverse seems to be the case in Nigeria as Basil Igwebuike, a decorated senior officer of the Nigerian Security and Civil Defence Corp (NSCDC), has been found guilty of breaking the Code of Conduct Bureau and Tribunal (CCBT) Act.

Igwebuike, who is the NSCDC 14th substantive commandant in Rivers State, hails from the Isi-Uzo Local Government Area of Enugu State. He is a graduate of Political Science from the Nnamdi Azikiwe University (UNIZIK) Awka, Anambra State. He was formerly a Divisional Officer, Area Commander, and Deputy Commandant Directorate of Intelligence and Investigation NSCDC National Headquarters, Abuja.

Investigation by SecretReporters revealed that Igwebuike, while still in active capacity as a public servant with NSCDC, is running a company with the name Bicilo Integrated Services Limited, which he used in contract racketeering, a practice common with public servants and contrary to the CCBT Act, which strongly prevents a government official from owning or running a private company while being employed as a full staff. However, such laws do not apply if the company or business is in the farming sector.

Bicilo Integrated Services Limited was awarded a contract for the construction of remodeling of Isuofia Police Station, Isuofia, Aguata LGA, Anambra State, by the state Ministry of Housing on the 5th of July 2023. The contract is worth N160,024,585. The contract has been completed.
