Usmanu Danfodiyo University Lecturer, Mohammed Achor Carts Away N97 Million From Federal Ministry of Health’s Treasury

Despite the stiff laws guiding the conduct of public servants in Nigeria, investigations have revealed that Mohammed Achor, a lecturer in the Department of Pharmaceutics and Pharmaceutical Microbiology, Usmanu Danfodiyo University has been surreptitiously disguising as a contractor to collect contracts from a federal coy.

According to data on Govspend, the university Don has received at least N97,194,912.04 from various government agencies as payment for contracts.

We gathered that the money left the coffers of the Federal Ministry of Health in five tranches as payments for contracts awarded to Kofar Kade Pharmacy Ltd between 2022 and 2023. The company is owned and being managed by Mohammed Achor.

For instance, on 1st April 2022, the Federal Ministry of Health wired ₦5,629,497.00 to Kofar Kade Pharmacy Ltd “Being payment of 30% mobilization in favour of kofar kade pharmacy for the supply of drugs for idps”.

Fast forward to 27th of the same month, the sum of ₦13,125,752.04 left the treasury of Federal Ministry of Health in favour of Kofar Kade Pharmacy Ltd “Being payment in favour of m/s kofar kade pharmacy ltd for the supply of drugs for idps”.

Further findings revealed that on 27th June 2023, the Federal Ministry of Health experienced an outflow of ₦52,475,218.00 in favour of Kofar Kade Pharmacy Ltd “Being payment in favour of m/s kofar kade pharmacy ltd for the procurement & supply of drugs to 10 healthcare centres in yabo/shagari federal constituency in Sokoto”. 

When we skipped forward to 22nd September 2023, it was discovered that the Federal Ministry of Health experienced a debit of ₦8,245,445.00 in favour of Kofar Kade Pharmacy Ltd “Being payment in favour of m/s kofar kade pharmacy ltd for the procurement of tonometer (nikeknt 53)”.

Lastly, records have it that on 22nd September 2023, ₦17,719,000.00 left the coffers of the Federal Ministry of Health in favour of Kofar Kade Pharmacy Ltd as payment for the “procurement of hematology analyzer and short wace diathermy”.

Records have it that Kofar Kade Pharmacy Ltd was incorporated in Sokoto, Nigeria with Registration Number 1372444. It was registered on 4th November 2016 and its current status is unknown. The company’s registered office address is No. 5, Gawon Nama Area, Sokoto State.

Fifth Schedule, Part I, Paragraph 2 of the 1999 Constitution of Nigeria (as amended), which is implemented through the Code of Conduct Bureau and Tribunal Act states that “Without prejudice to the generality of the foregoing paragraph, a public officer shall not, except where he is not employed on full-time basis, engage or participate in the management or running of any private business, profession, or trade, but nothing in this sub-paragraph shall prevent a public officer from engaging in farming.”
