Bursted: Hummingbird Projects & Services Int’l Ltd, Company Owned By Senator Aliero’s Son, Mustapha Adamu and Wife Aisha Dangiwa Umar Receives N1.3 Billion in Contract Racketeering

Barely a week after this online media uncovered a company owned by Senator Adamu Aliero’s son, Mustapha Adamu and his wife being used to hijack government contracts, (https://secretsreporter.com/treasury-recycling-power-drunk-senator-adamu-aliero-leverages-on-political-might-to-hijack-contracts-worth-over-n500-million-for-his-son-mustapha-adamu-and-wife-aisha-dangiwa-umar/), SecretsReporters has unearthed another company owned by the couple that is being used to scoop federal and state government contracts. 

We gathered from Govspend that since 2018 when former President Muhammadu Buhari was in power to the present administration of Bola Ahmed Tinubu, nothing less than N1,365,261,715.52 have left the treasury of the Nigerian government in a favour of Hummingbird Projects & Services Int’l Ltd, a company owned by Mustapha Adamu and his wife, Aisha Dangiwa Umar. 

Investigations revealed that the money departed the federal treasury in series of contracts awarded by the Energy commission of Nigeria, Federal ministry of agriculture and rural development, Universal basic education (ube) commission, Federal ministry of health, Border communities development agency, National primary health care development agency, among others.

For instance, on 12th September 2018, the Federal Ministry of Agriculture and Rural Development transferred ₦86,792,000.00 2018 to Hummingbird projects & services int’l ltd with transaction description “capital”. 

In a similar move on the 26th December 2018, the Sokoto Rima Rbda paid ₦60,695,476.25 to Hummingbird projects & services int’l ltd for the “Supply of mersey farguson tractors to farmers in Kebbi State”.

We gathered that on 30th May 2019, Small and Medium Enterprise Development Agency of Nigeria (SMEDAN) transferred ₦45,873,936.52 to Hummingbird projects & services int’l ltd “Being payment to the above named company for renovation of bunza general hospital in Kebbi State less 1% stamp duty & 5% retension fee”.

On 17 December 2020, a year that COID-19 ravaged the world, the National Primary Health Care Development Agency made a payment of ₦42,773,055.00 to Hummingbird projects & services int’l ltd for the “Supply of thirteen (13) sets of basic drugs to phcc in Gamawa LGA of Bauchi State”. 

In 2021, Adamu’s company harvested series of projects from the Federal coffers. For example, on 27 January 2021, the Energy Commission of Nigeria deposited ₦114,296,976.75 into the account of Hummingbird projects & services int’l ltd as “Payment iro solar str. lights works at Katsina State”. 

Also, on 22 December 2021, ₦38,922,462.74 left the premises of Border Communities Development and landed in the account of Hummingbird projects & services int’l ltd “Being 30 % mobilization for the construction of road from Kamba To Feka in Dandi LGA, Kebbi State lot a141”.  

For Hummingbird projects & services int’l ltd, the story was not different in 2022 as it reaped series of contracts worth hundreds of millions from the federal government. Typically, on 27 January 2022, Universal Basic Education Commission transferred ₦43,262,994.93 to Hummingbird projects & services int’l ltd for the “Provision of laptop computer and accessories to government secondary school Gashu’a, Gashu’a LGA, Yobe State”.

On 24th March 2022, the Border Communities Development Agency rewarded Hummingbird projects & services int’l ltd with ₦75,830,359.59 “Being payment for the construction of road from kamba to feka in dandi lga, kebbi north senatorial district, Kebbi State lot a141”.

The mother of payments happened on 01 June 2022 as the Federal Ministry of Health, transferred ₦150,000,000.00 to Hummingbird projects & services int’l ltd “Being payment in favor of m/s hummingbird projects & services int’l ltd for the supply and installation of med. equipment c-arm & ultrasound machine”. On the same day, same Ministry transferred ₦53,040,000.00 to the same company “Being payment in favor of m/s hummingbird projects & services int’l ltd for the supply and installation of med. equipment c-arm & ultrasound machine”.

Data have it that on 23 December 2022, the Universal Basic Education Commission transferred ₦62,078,643.00 to Hummingbird projects & services int’l ltd for the “Provision of instructional materials and equipment (math kits) to four (4) locations of (1) govt junior sec school, yusufari lga, (2) day secondary school, nguru, nguru lga, (3) day secondary school”.

Fast forward to 2023, the year that saw the country witnessed change of government from Buhari’s disaster to Tinubu’s Renewed Hope now dubbed ‘Renewed Shege,’ this online media gathered that Adamu’s company still had mouthwatering contracts spree from government agencies. 

Among others, on 29 December 2023, the Universal Basic Education Commission oiled the account of Hummingbird projects & services int’l ltd with the sum of ₦35,701,029.42 for the “Construction of ubec junior secondary/vocational school with borehole, furnishing and provision of phone repairs and electrical wiring equipment”. 

To demonstrate how firm Senator Aliero’s son has had grip of power, his company has also been rewarded series of contracts this year. Notably, on 07 March 2024 the Universal Basic Education Commission paid ₦94,720,281.52 to Hummingbird projects & services int’l ltd for the “Construction of ubec junior secondary/vocational school with borehole, furnishing and provision of phone repairs and electrical wiring equipment”. 

On 12th March 2024, Universal basic education commission transferred ₦24,061,489.53 to Hummingbird projects & services int’l ltd for “Vocational training for teachers in bindawa/mani federal constituency of Katsina State”.

More so, on 31 May 2024 under Tinubu’s watch, the Universal Basic Education (Ube) Commission made a payment of ₦124,353,803.81 to Hummingbird projects & services int’l ltd for the “Construction of ubec junior secondary/vocational school with borehole, furnishing and provision of phone repairs and electrical wiring equipment in gdss ngaski town, Ngaski LGA, Kebbi State.” 

Hummingbird Projects & Services Int’l Ltd was incorporated in Abuja, Nigeria with Registration Number 1102282. It was registered on 14 March 2013 and its current status is unknown. The company’s registered office address is No. 5, Lundi Close Off Mississippi Street, Maitama, Abuja, FCT.

Section 9 of the code of conduct for public officers involved with procurement states; A Public Officer shall decline in serving in a procurement process if any of the Bidders or Service Providers engaged in the procurement proceedings is related to him by blood, marriage or grant relationship or where the success of a particular Bidder or Service Provider in the proceedings will confer a pecuniary or other advantage on him. 

It is germane to state that Adamu’s wife, Aisha Dangiwa Umar is the daughter of former Kaduna Military governor, Dangiwa Umar.
