Treasury Recycling: How Abba Kyari Rode On Brother, Senator Abubakar Kyari’s Wings To Bag N195 Million Federal Government Contract

Investigations have continued to show that whether directly or indirectly, recycling the national treasury has surreptitiously become a common practice among the Nigerian political class and their cronies.

Section 9 of the Code of Conduct Bureau for public officers 2007 forbids government officials in public offices from serving a procurement process if any of the Bidders or Service Providers engaged in the procurement proceedings is related to him by blood, marriage or grant relationship or where the success of a particular Bidder or Service Provider in the proceedings will confer a pecuniary or other advantage on him.

Fresh investigations have revealed that Dawud Abba Kyari rode on the wings of his brother, Senator Abubakar Abba Kyari to cart away a multimillion naira contract from the Nigerian government.

According to data on GovSpend, a visual platform that provides citizens, CSOs, the media, and stakeholders access to simplified data from the Federal Government’s Open Treasury Portal, the Federal Staff Clinics, Gwarinpa, Abuja awarded a contract to Shamsa Resources and Services for the construction of phase 1 & 2 of radiology/medical lab building.

The data, which did not state the total amount that the contract is worth, however, revealed that ₦58,653,313.06 was paid as “30% payment for the construction of phase 1 & 2 of radiology/medical lab building at fshg”.

Going by the above revelation, it denotes that the contract was awarded for N195,511,043 .33.

Though the award date was not stated, investigations revealed that the juicy contract awarded under former President Muhammadu Buhari’s tenure.

Findings revealed that Shamsa Resources and Services is owned by Dawud Abba Kyari, who is a son to late Brigadier Abba Kyari, who served as governor of the now defunct North-Central State, and brother to Senator Abubakar Abba Kyari, who is a former Deputy National Chairman (North) of the ruling All Progressives Congress (APC), and a former acting National Chairman of the Party.

SecretReporters gathered that Shamsa Resources and Services LTD was incorporated in Maiduguri, Nigeria with Registration Number 734550. It was registered on 05 March 2008 and its current status is unknown. The company’s registered office address is 140 Waziri Kolo Street, Maiduguri, Borno.

Though Dawud Abba Kyari is shy of online presence, his brother, Abubakar Kyari’s profile reveals that he has been in public service since at least, 1998 serving in different capacities including managing director, commissioner, chief of staff, Rep member, senator and eventually Chairman of the ruling APC.
