In apparent preparation towards the unknown, various sources in Delta State has reached out to Secrets Reporters on how Governor Emmanuel Uduaghan has concluded plans to fill his account with state money in 2015, even when he will be handing over power on May 29th 2015. The budget according to sources is meant to frustrate the incoming government who will see nothing to work with.

Careful analysis of the 2015 budget clearly indicates that the budget has been recycled over the years with money budgeted for the same project over and over again. One of the most fraudulent on the list is the Effurun flyover which was agree with contractors to be completed by December 2014 but is not near completion till date. The flyover in Effurun and Asaba according to the State Commissioner for Works, Solomon Funkekeme was billed for N7.7 billion, but in a clear show of stealing the State, Uduaghan has budgeted another whooping sum of N5 billion for the two flyovers.
Without any pity for his successor, he further cornered another N2 billion for four new polytechnics in the State when the three Senatorial District already have one each, built by former Governor James Ibori. A government house source confided in this medium that the polytechnic budget is for personal use as none of such is in the plans of the governor before he leaves.

The Delta State Teaching Hospital, Oghara and Central Hospital that has been fully completed long ago will be gulping N2 billion each in what is not exactly known where it will go to in the health care.

We present to you the budget of fraud that has continuously appeared in the budget since Uduaghan became governor.

– Agricultural Youth Development Programme – N500 million

– Procurement of Modern Tractor Equipment for farmers – N1 billion

– Delta Leisure Resort at Oleri and the Animal game reserve at Ogwashi-Uku – N500 million

– Warri Industrial Business Park – N2.5 billion

– Information and Communication Technology (ICT) Park, Asaba – N560 million

– To boost electricity supply in the State – N7.351 billion

– Completion of Independent Power Project Ogharefe – N4 billion

– Asaba-Ughelli Road Dualisation – N7 billion

– Trans-Warri – Ode-Itsekiri Road Projects – N3 billion

– Ugbenu-Koko Road Dualisation – N2 billion

– Effurun-Osubi-Eku Road Dualisation – N3 billion

– Completion of Flyovers in Effurun and Asaba – N5 billion

– Construction of Umeh Road – N600 million

– Ultra-Modern Bus Terminals in Asaba and Warri – N1.3 billion

– Second Runway and Expansion of Osubi Airport – N3 billion

– Asaba International Airport – N2 billion

– Primary and Secondary Schools Infrastructure Development – N3 billion

– Four New Polytechnics – N2 billion

– Teaching Hospital, Oghara – N2 billion

– Central Hospital, Asaba – N2 billion

– Eku Baptist Hospital – N500 million

– Maternal and Child Care Centres in Warri and Ekpan – N500 million

– Warri and Asaba Drainage Projects – N2.1 billion

– Completion of the Housing Estate, Asaba – N500 million

Meanwhile, information filtering in from the governor’s camp through our sources within them reveals that the governor is scheming the Peoples Democratic Party (PDP) defeat in the 2015 election in a done deal following the fatal political blow dealt on him in the last primaries.
