In the face of the dwindling Nigerian economy that has left citizens groaning, some public officers have continued to take laws into their own hands and engage in practices that undermine public offices.
This can be said to be the case of Ibrahim Anas Usman, who is a public officer with the National Health Insurance Scheme but was found to have involved himself in contract racketeering to the sum of ₦317,686,489.74 Violating the Code of Conduct Bureau Act (CCBT)for public officers, which prevents government officials from owning or running a private company while being employed as full-time staff.
On December 18, 2023, the Nigerian Correctional Service, made the payment of ₦48,614,449.46 to Pinna Wing Nigeria Limited for the provision of biometrics capture machines and panic alarms (provision of inmates security) at the national headquarters, Abuja FCT
It was also discovered that on March 30, 2023, the National Primary Health Care Development Agency, made the payment of ₦41,272,558.14 to Pinna Wing Nigeria Limited for the printing and supply of 400,000 covid-19 vaccination cards for Kebbi State to NPHCDA “nscs” Abuja.
More so, it was discovered that on November 19, 2022, the Nigerian Communication Satellite made the payment of ₦46,923,825.00 to Pinna Wing Nigeria Limited for the final installment for the supply and integration of spectrum management and monitoring (lot9b).
Finally, it was discovered that on October 16, 2019, the Federal Ministry of Power, made the payment of ₦90,473,657.14 to Pinna Wing Nigeria Limited for the supply of 5910 bags of urea fertilizer to the ministry’s headquarters, Mabushi Abuja. The ministry also made a payment of ₦90,402,000.00 to the company for the supply of 6300 bags of NPK fertilizer to the ministry’s headquarters, Mabushi and Abuja.
Discovery by SecretsReporters showed that the company Pinna Wing Nigeria Limited, registered in Yola in the year 2015, has four key management personnel. Among these personnel is Ibrahim Anas Usman, a public officer, serving as the senior quality assurance manager with the National Health Insurance Scheme (NHIS).
