The retrogression of the Federal University Wukari, Taraba State in terms of infrastructural development, academic excellence, and administration in recent times may be attributed to the various fraudulent activities carried out by Professor Abubakar Musa Kundiri, the university Vice-Chancellor (VC) who was reportedly caught with his hands dip inside the cookie jar without any cogent reason given for the several fund misappropriation since his inception into office in 2016.
This is according to a petition against the VC addressed to the Independent Corrupt Practices Commission (ICPC) received by this online news medium, in which it was revealed that the vice-chancellor, who on assumption into office in March 2016 allocated the sum of N1.4M (One Million, Four Hundred Thousand Naira) as his earned allowance for the month of November that same year.
Barely twenty-four (24) hours into the last month of the year, the Professor’s looting ability manifested as he quickly engineered the payment of Three Hundred and Forty-Six Thousand Naira (N346,000) into his account as exchange rate differential with another Four Hundred and Seventy-Five Thousand, Nine Hundred Naira (N475,900) as payment refund for his out of pocket expenses on the same day.
The erstwhile Deputy VC On Administration to Federal University, Dutse before his elevation also allotted the sum of One Million, Four Hundred Thousand Naira (N1.4M) as his Lodge allowance on May 2017 with the sum of Four Hundred and Thirty-Nine Thousand, Eight Hundred and Twenty-Five Naira (N439,825 ) also paid into his account as Refund-out-of pocket expenses that same period.
The Bursar, Mr Joshua Olatunji who was not left out in the looting charade we learnt was allegedly offered the sum of Two Hundred and Five Thousand Naira (N205,000) as lodge allowance for the month of May 2017 and was subsequently paid the same amount for the Months of June and July.
With his looting practice advancing to the next level, the VC in his quest to cover up his tracks allegedly paid the sum of Eight Hundred Thousand Naira (N800,000) on July 9th, 2017 into Zenith bank account number 103673213 belonging to the Accountant General of the federation, Mr Ahmed Idris through the School Bursar as a Sallah gift.
An amount of Five Hundred Thousand Naira (N500,000) was also paid into Fidelity Bank Account Number 4020836907 belonging to the VC as a token gift to Exxon-Mobil.
According to a reliable source who spoke on the condition of anonymity the VC in connivance with the School Governing Council Chairman, Alhaji Uba Ahmed Nana allegedly siphoned the estacode and travelling allowance to United Kingdom (UK) for the 11th annual Going Global Conference which was held on the 22nd-24th of May,2017 with about Seven Million, Nine Hundred and Fifty-Four Thousand Naira (N7,954,000) granted to each of them.
Surprisingly, SecretReporters garnered the VC who never planned to attend the conference left earlier on 20th May 2017 to another official trip to Gombe state, this also made his cohort Alhaji Uba upon seeing the change in plans from the VC to allegedly cancel his own trip.
With the habitual cancelling of academic trips whilst cornering the stipulated travelling allowance now a new means to continually enrich his pocket, the VC alongside with the Bursar, Mr Olatunji we learned called-off their planned trip to Galilee International Management Institute, Israel for the Project Management Training Program scheduled to hold on the 18th-31st of July, 2017 despite receiving the sum of Thirteen Million, One Hundred and Seventy-Seven Thousand, Five Hundred and Thirty-Three Naira (N13,177,533) and Ten Million, Four Hundred and Seventy-Nine Thousand, Five Hundred and Thirty-Three Naira (N10,479,533) respectively as travelling and estacode allowance. Instead, he was said to have hosted the University Of Ilorin ICT unit and also chaired a meeting before the visitors and the entire staff of the Federal University Wukari in the pre-launch of the University Portal on 25th July 2017.
Despite the huge amounts released to the institution, this online news medium furthered gathered that staff salaries were owed for several months, with no annual increment made to the university staff salary since March 2016 even though significant increase was made to salaries of staff from similar Federal Universities. More so, all the promoted staff were denied their promotion arrears by the VC even as the money stipulated for the arrears and annual increment was believed to have been received by the University but purportedly diverted.
The employment of University staff was also believed to be done through the back door as over 1,000 staff was appointed without following due process. In the same vein, nothing has been done to bring new hands on-board even though the tenure of the entire members of the governing council has since expired.
More worrisome was that since Professor Abubakar Musa Kundiri was appointed as the Vice-chancellor of the University no significant project has been carried out by his administration. Apart from the ongoing new Faculty of Agriculture Building, all other structures are believed to be built by the former VC Prof Geoffery Okoogba with the school now retrogressing in every other aspect as they were ranked 92nd out the first 100 as at 2019 by Nigerian University Commission (NUC) as against 87th in 2015.
There are speculations that the Veteran looter may have greased the palms of officials at the North-East Zonal offices of the Independent Corrupt Practices and other related offences Commission (ICPC) as well as those at the Economic Financial Crime Commission (EFCC) located at Yola and Gombe as he has severally boasted that the numerous petitions written against him will not see the light of the day.
The VC when contacted did not answer calls nor did he reply to the message sent to him to get his reaction to the allegations.
